From the DEC Bylaws:

7.1.1 Definition: Elected members shall be defined as those persons elected pursuant to Article 1, Section 7.1.3 of these Bylaws, and those elected by the Bay County DEC to fill vacancies in precincts according to Article 1, Section 7.1.6 of these Bylaws, once elected in a precinct that person shall be considered as an elected member for the duration of that term even if that person should move out of that precinct and be appointed to a special at-large position or be appointed to fill a vacancy in the precinct into which he or she moved. If a vacancy does not exist in the precinct to which that member moved, a special at-large status shall be created for that member. That latter appointment shall not count against the total number of appointed members available to the Bay County DEC.

7.1.2 Precinct System: The elected membership of the Bay County DEC shall consist of one (man) and one (1) woman from each precinct. Such persons shall be registered Democrats who reside in and are registered to vote in the precinct they are elected to represent. Should the Democratic registration of a precinct total more than one thousand (1,000) persons as of January 1 of the year in which qualifying for election to the Bay County DEC occurs, one (1) additional man and one (1) additional woman are entitled to be elected to represent the precinct. Members shall be elected by a majority vote on the First Primary Ballot of each presidential election year. Whenever a precinct reaches a registration total of one thousand (1,000) Democrats in an off election year or new precincts are created, additional Bay County DEC positions may be created. Such positions shall be filled by the Bay County DEC according to its procedures for filling vacancies.
